Older drivers in Korea account for a disproportionate share of road fatalities, yet most keep their license long after noticing the first signs of cognitive decline. Why do so few actually surrender it? The answer isn't reluctance so much as necessity: a car often stands in for the only way to reach a hospital or a market. A 100-won taxi service in the town of Asan became one answer to that gap in 2012, growing into a demand-responsive transport model now running in more than 30 local governments. In the cities, a decades-old free subway program is caught in its own fight over who it actually serves. This AGAC field note traces both sides of that story through WHO's Age-Friendly Cities and Communities (AFCC) framework.
