In response to the growing impact of population ageing on public sector workforces, the ASEM Global Ageing Center (AGAC) has released the Korean translation of OECD Policy Papers No. 78: “Managing an Ageing Public Service through Tailored Policies for Older Workers,” published by the Organisation for Economic Co-operation and Development (OECD) in June 2025.

This report highlights the growing reality of workforce ageing within the public service sectors of EU and OECD member countries. Drawing on examples from both the public and private sectors, it presents practical and actionable strategies for the effective management of older workers.

In addition, the report offers insights into managing a multigenerational workforce, with the aim of fostering age-inclusive workplaces and enhancing employee engagement and performance. It provides policy-relevant guidance for governments and organizations seeking to respond proactively to demographic change and to build more sustainable and inclusive public institutions.
